The real cause of Political  Corruption & the UK Financial Collapse & Global Recession: 
Like all previous 'Flawed Legislation', under 'Deregulation' the Government and Legislature will ignore and even Defend all infringements of the law, to do otherwise would be tantamount to an admission of Government Corruption and the implementation of Corrupt Legislation.

Without Government Regulation & Control, many C&PAs have become big time serial perpetrators of criminal acts of Theft & Fraud, but because the CPS and the Police have no official Jurisdiction over C&PAs, they become ever more audacious and demanding in their crimes......  

Prior to 'Deregulation the UK had a law known as the 'Monopolies Act' which under deregulation was replaced by the highly diluted 'Competition Act': According to the Monopolies Act, Local Government was not allowed to 'Profit from Providing a Public Service', such as 'Parking Control & Enforcement', or the Collection of Rubbish and a whole host of other 'Public Services' through which they are now able to 'Rip Off' the Public.

The 'Bank Overcharging' fiasco was, and still is an 'Infringement' of a serious Criminal Act known as Section 16: 1968 Theft Act: Obtaining a Pecuniary Advantage by Deception: in which the Banks fraudulently & 'Deceptively' claimed their 'Overdraft Charges' were 'Admin Charges' instead of 'Punitive Fines' for going overdrawn 'without Permission'.

The major political parties depend on these 'Reward Schemes' (or SCAMS) for the majority of their ‘Political Funding’.

This clearly contravenes and makes a ‘Nonesense’ of the supposed ‘One Man – One Vote’ system.

Commonsense & Democratic Principles like 'Fairness' dictate that 'Funding' should be limited to same amount (say £5 or £10) for each 'Voter' regardless of their Financial Status, which is within the financial scope of even the poorest voter.

We can Learn a Lot from History: (but we rarely do)

The ‘Battle’ between the small Independent Political Parties (IPP) and the major Political Parties can be likened to the Battles fought between the Ancient Britons (Boudicea: Iceni and other Tribes) and the Invading Roman Legions.
The Ancient Britons quickly realised, as have many other Ethnic communities since in their fight for Liberty and against Corruption, that it is useless fighting a Major, 'well organised' opponent using the their own ‘Battlefield tactics’.
Boudicea won many victories until she went up against the Roman Legions on their own terms.

Using the same philosophy it is very obvious that to ‘win’ the UK’s current ‘Battle against Political Corruption’ the AIPP (Association of Independent Political Parties) & 'None Political Associations', need to ‘adopt’ a new ‘Battlefield Strategy’ as outlined in this APP website.

The recent AVR and a public 'demand' for a General Election will be an ideal opportunity to introduce this ‘New Anti-Political Strategy’.

The AVR on the 5 May 2011 was clearly the result of the Great Tsunami like Wave of Public Anger and Dissatisfaction created by Political Corruption, which has become very apparent through the Parliamentary Expenses Scandal and the more recent 'News of the World - Phone Hacking Scandal'. 
However, this is only the 'Tip of the Iceberg', or in more 'Anti-Political terms', the 'Tip of the Stinking Dung heap' of Political - Government Corruption.
It is also very obvious that Political Corruption is an inherent part, not only in Political Government but also in the UK’s entire Judicial System, which the APP has defined as ‘Legislation for Profit’.

The AVR is an ideal opportunity to introduce the concept of ‘Government by Association’ through a similar ‘Alternative Government Referendum’ (AGR), linked to the recent AVR.
The APP is contacting most other 300 or so small Independent Political Parties (IPP) to ask for their support in these proposals by joining the APP-Coalition of Independent Political Parties.

The 'result' of the AVR was a predictable Waste of around £250Million tax-payers money, with no significant conclusion or change in the Corrupt Political Electoral System.
The APP proposes another internet based 'Alternative Government Referendum', at a minimal cost, entirely funded by millions of people who would like to see a significant Revolution or 'Change in the Government System'.

Individual Funding is an Important part of the new APP-IPP Coalition Strategy.
The individuals subscription of a nominal fee of £5 - £10 represents a 'Tangible' desire and asset to change the system, especially when it amounts to £50,000,000 from 10,00,000 members.
On the other hand, 10,000,000 'Promised Votes' are an 'Intangible' asset on which to base an an Election Campaign.

The APP will be inviting many of the 300 or so Small Independent Political Parties (IPPs) registered with the UK Electoral Commission, to form a 'Coalition of Independent Political Parties' to help depose the Political Corruption in a similar 'Alternative Government Referendum'.

Initially, to some, it may seem incongruous to ask a Political Party to support an Anti-Political Revolution. However, it must be remembered that many IPPs are formed to contest and challenge the Corrupt proposals and actions of the supposedly elected Local or National Political Government bodies.
In the current corrupt political system of government, it is important and necessary to 'Have a Political Presence' to challenge Political Corruption.

IPP Associations:
The initial proposal is to ask all interested IPPs to Incorporate or form their political organisation as an Association (Company Ltd by Guarantee) with Companies House, with the same or a similar name to that of the Registered Political Party. The IPP should also maintain its original Registration with the UK's Electoral Commission.

As an incorporated Association, the IPP should find it far easier to recruit new supporters-members to their cause, also the financial restrictions of an Association (Company Ltd by Guarantee) are far less stringent than those applied to a Registered Political Party, especially under the 'Deregulated' Companies Act 2006, which came into force in 2009.

General Election Funding

In the 2010 General Election the combined 'Annual Funding' of the 3 major Political Parties was around £65,000,000. 
The total 'expenditure' by the 3 major parties 'during the election' (according to the Electoral Commission) was around £28,000,000.

 due to the 'Financial nature' of the Electoral System, the APP - IPP Coalition will require similar amounts of Funding to achieve success against the 3 major parties.

About APP Funding & 
Private Membership

The APP introduces an alternative voting system that links Votes Proportionally to Funding, this will not only Ensure a ‘Fair & Level Playing Field’ but also provide a security ‘Check’ against possible Electoral ‘Vote Rigging’.

The Initial Objective of the APP and this Website  is to Recruit at least 10,000,000 Private Members 
 at only £6 annual membership fee.

Some people have expressed the opinion that 10,000,000 members is a 'bit Optimistic', however this represents around 22% to 25% (a quarter) of the 47,000,000 or so voting electorate.

The APP's research indicates that there are far than 25% of the Total UK Population of around 61,000,000 who are totally 'Hacked Off' with the Corrupt Political System that jokingly passes itself off as 'Government'.

It is generally agreed that this is also the reason that around 15,000,000 potential voters don't bother to vote, because their votes have absolutely no influence in changing Corrupt Government Policies in the 'Greater Public Interest'.

Many have expressed the opinion that they would be prepared to pay a lot more than £5 per annum for a 'Good Cause', in the 'Public Interest', that may stand even the slightest chance of changing the current Corrupt Political System.

Associations: Vive la Difference

2nd French (Anti-Political) Revolution &

The APP's proposal for Government by Associations is based on the French 1901 law: Formation of Associations, which in retrospect can be considered as the: 
2nd French Revolution, which has allowed the French Public a Separate and Independent Autonomous Democracy from the French Government and EEC nonsensical and often ridiculous Political dictates and laws.  

Subsequently the fundamental difference between French and British Society can be summed up in one expressions: 

‘the Quality of Life’ or ‘the Cost of Living’!?!

Why Associations?  

Most of the small IPPs (Independent Political Parties) generally deal with single or several important local issues, in which they can achieve very little if they are not elected to Parliament through general elections.

As Associations the IPPs will be able to gain far more local and national Public Support for their causes, independent of the usual chaotic and corrupt Political-Legal restraints.
Subsequently, as an APP-IPP Coalition Member, the IPPs causes can be presented through Parliament, or whatever resulting New Government System ensues, as Parliamentary or ‘New Government-Ministerial’ Bills .

443.    Perhaps the single most important factor leading to the preservation or alternatively the erosion of the public service ethos is the esteem in which it is held. Maintaining it can be demanding and often difficult. If its value is doubted or if it is ignored, people are less likely to be committed to upholding and preserving it. It needs to be consciously fostered. We received evidence that Civil Servants find a dignity of purpose in working for the public sector, but also evidence that some Ministers have tended to regard the private sector as having superior qualities (More Corruption & Higher Wages). The extent to which many of the changes in the public sector have involved transferring work from it to the private sector will have reinforced the feeling amongst Civil Servants that in relation to those areas of work their political masters regarded their role as unnecessary or inappropriate.

446.    The importance which the Committee attaches to this role lies behind the Committee's concern at the evidence given by Sir Christopher Foster and Mr Francis Plowden (Special Report p 17) about the distancing of Ministers from Civil Servants and the tendency of Ministers to take more decisions on their own or with external advice. The Committee considers that such tendencies are capable of undermining the safeguards of the public service ethos.

 447.    Some of the changes made in the structure of the Civil Service might also reasonably be supposed to reduce the willingness of Civil Servants to offer Ministers unwelcome advice. Senior Civil Servants employed on personal contracts to meet specified measurable targets and with performance related pay could, at the very least, be tempted to look no wider than their responsibilities to deliver those targets. The only yardstick may be seen as efficiency, and there is a risk that such persons might feel that it would count against their own personal and professional interests to draw Ministers' attention to matters affecting the wider public interest which might adversely affect their ability to meet their targets. A public servant who is required to compete with the private sector for the performance of his function can be forgiven for assuming that Ministers do not see the public service ethos, including the duty to proffer unwelcome or unpalatable advice, as important to his tasks.
